PRIMARY FUNCTION: The job of Director of Construction is done for the purpose/s of directing construction practices; providing information and serving as a resource to others; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services; ensuring guidelines are followed; serving as the expert in matters of local and state construction practices; and serving as a member of the Muscogee County School District leadership team.

 

REQUIREMENTS:

 

1. Educational Level:                      

Bachelor’s degree in job-related area; Master’s degree preferred.

2. Certification/License:                  

Degree and/or certifications in construction management, project management, engineering, architecture, or similar field preferred; Valid Driver’s License required.

3. Experience:                                

Job related experience required; preferably in GA K-12 construction

4. Physical Activities:                      

Routine physical activities that are required to fulfill job responsibilities. The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and some fine finger dexterity.

5. Knowledge, Skills, & Abilities:

KNOWLEDGE is required to perform algebra and/or geometry; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: pertinent codes, policies, regulations and/or laws; construction process, including role of architect, reading of plans and specifications, and basic building systems.

    

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: developing and administering budgets; operating standard office equipment; planning and managing multiple projects; preparing and maintaining accurate records.

   

ABILITY is required to schedule a number of activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize a variety of job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. ESSENTIAL DUTIES:

1.

Demonstrates prompt and regular attendance.

2.

Advises Executive Director of Facilities and Capital Planning on matters of construction for the purpose of providing information on various construction needs.

3.

Collaborates with a wide variety of internal and external groups (e.g. department heads, directors, auditors, community organizations, regulatory agencies, etc.) for the purpose of implementing program components; creating long- and short-term plans; and addressing organizational objectives.

4.

Compiles data from internal and external sources for the purpose of analyzing issues, ensuring compliance with policies and procedures, and/or monitoring program components.

5.

Coordinates all activities related to construction (e.g. selection of architects/engineers, bid process on projects, design of district facilities, monitoring of construction, etc.) for the purpose of ensuring an effective work unit.

6.

Creates and monitors the Construction Department’s budget allocations, expenditures, fund balances and related financial activities. Responsible for ensuring budget and allocations are accurate, revenues are properly recorded, expenses are within budgeted limits and all District, state, and federal fiscal practices are followed for the purpose of utilizing District funds in accordance with regulations and best practices.

7.

Develops a wide variety of documents and presentation materials, independently and/or through delegation to other personnel (e.g. plans, proposals, policies, budgets, grant opportunities, procedures, forms, etc.) for the purpose of implementing and maintaining services and/or programs.

8.

Develops and monitors internal controls, work processes, programs for managing the financial operations of the organization for the purpose of ensuring accurate and timely accounting in accordance with regulatory requirements and established guidelines.

9.

Directs the operations of the Construction Department; maintaining existing processes and the implementation of new programs and/or processes as needed for the purpose of providing services within established timeframes and in compliance with related requirements and industry best practices.

10.

Makes regular observations of projects for the purpose of insuring compliance to project goals.

11.

Manages the procurement process (goods and services) for the Construction Department for the purpose of achieving organizational objectives while complying with established requirements and following industry best practices.

12.

Monitors programs and/or Construction Department activities for the purpose of ensuring that performance objectives are met within budget and in compliance with established operational practices.

13.

Participates in meetings, workshops and seminars for the purpose of representing the school district on all matters of construction with architects, contractors, and others.

14.

Plans for all future construction including assisting the Executive Director of Facilities and Capital Planning in land search and acquisition, master site planning, facilities design and construction for the purpose of ensuring an efficient work unit.

15.

Researches best possible methods to achieve construction objectives for the purpose of ensuring the goals of the work unit are being met.

16.

Responds to a wide variety of inquiries from internal and external sources for the purpose of identifying relevant issues and recommending or implementing action plans.

17.

Works with architects/engineers/project coordinators through multiple means to keep projects on time and within budget for the purpose of ensuring that all funds and projects are allocated correctly.

18.

Works with architects/engineer/project coordinators for the purpose of verifying meaningful stakeholder engagement has occurred for vetting scope identification and that all project scope has been completed with quality workmanship and active warranties.

19.

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
