Director of Federal Programs

 

PRIMARY FUNCTION:  The job of Manager, Federal Programs is to accomplish the purposes of managing Federal Programs budgeting and expenditure activities; overseeing assigned personnel; providing information to others; and scheduling work assignments within established timeframes, state deadlines and standards.

          

REQUIREMENTS:

 

1. Educational Level:                      

Targeted, job related education with study in job-related area. Bachelor's degree from an accredited educational institution is preferred.

2. Experience:                                

Five years of job related experience within a specialized field is required; Ten or more years of finance experience preferred.

3. Physical Activities:                      

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 90% sitting, 5% walking, and 5% standing. This job is performed in a generally clean and healthy environment.

4. Knowledge, Skills, & Abilities:    

KNOWLEDGE is required to perform computation and algebra; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: general accounting procedures; integrated payroll software; concepts of spreadsheet structures and development; federal and state regulations and laws.

 SKILLS are required to perform single, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying pertinent policies, codes and requirements; operating standard office equipment including pertinent software applications; planning and managing projects; preparing and maintaining accurate records.

     

ABILITY is required to schedule activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a diversity of individuals and/or groups; work with a variety of data; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability based competencies required to satisfactorily perform the functions of the job include: providing direction and leadership; being attentive to detail; communicating with diverse groups; meeting deadlines and schedules; and maintaining confidentiality.  

5. Responsibilities:

Responsibilities include: working under limited supervision following standardized practices and/or methods; directing other persons within a small work unit; monitoring budget expenditures. Utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to significantly impact the organization’s services.

                                             

 

ESSENTIAL DUTIES:

 

  1. Assists auditors in providing requested budgeting/expenditure information (e.g. time sheets, purchase requests, procedures, etc.) for the purpose of providing required information and coordinating necessary project activities.
  2. Coordinates with district personnel (e.g. individual employee requests; assisting Finance in responding to fiscal requests, collaborating with GaDOE, etc.) for the purpose of implementing and maintaining services and/or programs and to ensure compliance with policies and procedures and regulatory requirements.
  3. Maintains a variety of documents, files, and records (e.g. professional leave records, budget/expenditure reports, payroll schedules, consolidation records, etc.) for the purpose of providing up-to-date reference trail, availability of information as needed and ensuring confidentiality.
  4. Oversees a variety of processes and procedures (e.g. time reporting procedures, internal controls, training, budget adjustments, journal entries, etc.) for the purpose of ensuring smooth, efficient, and accurate operations within the department and within the district overall.
  5. Participates in meetings, workshops and seminars (e.g. GaDOE trainings, department meetings, conferences, etc.) for the purpose of conveying and/or gathering information required to perform functions.
  6. Prepares a variety of external and internal reports and summaries related to budgets/expenditures (e.g. monthly drawdowns for consolidation, Board vendor thresholds, professional service contracts, spending percentages, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, and/or providing reference materials.
  7. Recommends policies, procedures and/or actions (e.g. budget adjustments, journal entries, purchasing approvals, etc.) for the purpose of providing direction for meeting the district's goals and objectives.
  8. Researches discrepancies of information and/or documentation (e.g. charges to incorrect accounts, compliance documents, etc.) for the purpose of resolving discrepancies and identifying procedural problems.
  9. Responds to inquiries regarding a variety of procedures and requirements (e.g. expenditure procedures, record keeping requirements, reimbursements, contracted services, etc.) for the purpose of providing information and/or resolving problems.
  10. Supervises assigned personnel (e.g. hiring/termination collaboration, planning, scheduling, coordinating activities, training, advising, consulting, etc.) for the purpose of ensuring their department and individual performance objectives are met.
  11. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
