PRIMARY FUNCTION: The job of Programs for Exceptional Students-Program Manager of Instruction and Supports was established for the purpose of performing the coordination of Exceptional Student Education Programs relating to the need for instruction, access and support needs for varying exceptionalities for students on the Georgia Milestones Assessment track. Duties and responsibilities include monitoring of specialized instructional needs, curriculum adaptations and specialized curriculums, budget preparation, legal and intense situation management and staff evaluations, classroom management, etc. The individual will collaborate with principals, teachers, support personnel, district staff, and parents to ensure appropriate implementation of Exceptional Student Education programs to provide ongoing technical assistance to schools and staff in the areas of district, state and federal compliance, meeting timelines, data collection staff training, mentoring and programming needs.
REQUIREMENTS:

1. Educational Level:
|
Master’s degree or higher in Special Education or related area from an accredited educational institution.
|
2. Certification/License:
|
Certification in Educational Leadership. Georgia certification in Exceptional Student Education. Restraint training. Valid driver’s license.
|
3. Experience:
|
Three years’ teaching experience in the area of Exceptional Student Education.

Essential Functions:
- Develop a process to appropriately support classes and students on curriculum specialized to meet student need
- Collaborate with the Special Education Leadership and school designated contacts
- Coordinate district based Curriculum and Curriculum Access teams
- Develop and coordinate district curriculum access equipment, strategies and interventions
- Develop training, coaching and supports for implementation of identified curriculum
- Supervises and supports assigned district and region level staff
- Monitors timeline and accuracy requirements, staffing, inventory and reporting data for specialized curriculums for the purpose of ensuring effective due process
- Effectively uses and trains building staff to use the division’s electronic IEP and student information system for the purpose of ensuring compliance with state and federal regulations
- Attends and participates in mandatory leadership meetings for the purpose of remaining knowledgeable with current regulations, policies, procedures and district initiatives
- Monitors/assists with the development and implementation of qualify educational programming for all students through individualized Education Plans, individualized curriculum, and the comprehensive re-evaluation and annual review process for the purpose of ensuring consistent and effective implementation of system-wide instructional and student service programs across the district
- Create Professional Development including but not limited to various eligibilities for students on a specialized curriculum, Disability Awareness (both campus and parent sessions), 504 Law, Strategies for the Struggling Functional Reader, the Referral Process, student and classroom observations, Functional Inclusion, Evaluation and Report Interpretation and Progress Monitoring/Data Analysis
- Reviews school and district level CPI, FTE, Student Record and scheduling process for interrelated staff
- Assists with selection of professional development, textbooks, material and equipment needed at assigned schools by maintaining visibility in schools and classrooms for the purpose of determining appropriate instructional approach for students
- Develops coaching, training, monitoring and supervising school and district Assistive Technology teams for the purpose of ensuring highly qualified staff are maintained
- Schedules and reviews Assistive Technology evaluation requests, completion and implementation to include outside contracts for the purpose of legal compliance
- Inventories and reviews Assistive Technology and Specialized Curriculum use and need for the purpose of ensuring qualify programs for exceptional education students
- Collaborates with region clerks to track and monitor use of Assistive Technology for the purpose of effective and efficient use
- Collaborates with Department of Teaching and Learning in regards to instructional and curriculum district decisions
- Monitors use by teachers of SWD of district wide curriculum and requirements
- Provides random reviews and reports findings to Program Manager for Assistive Technology Checklist completion for all schools for the purpose of ensuring program effectiveness and progress toward stated goals
- Provides random reviews and reports findings to Program Manager for IEPs for students with specialized curriculum for the purpose of legal compliance
- Develop or modify curricula and prepare lessons and other instructional materials to student ability levels
- Support teachers in the IEP process to include duties and responsibilities, training, coaching, and IEP implementation
- Keep accurate and complete records including Course Accommodation Plans, Student Monitoring forms and Status Reports
- Provides data and financial reports to district office to meet budgetary, staffing and all state and federal reporting guidelines
- Ensures and monitors compliance procedures with contracted personnel to include review of policies and student accounting for the purpose of legal compliance
- Maintains open and quality communication with all area schools, district office, Agencies, and Community personnel and district office personnel for the purpose of implementing and/or maintaining support services and programs within the district
- Facilitates staff meetings/communications for the purpose of keeping staff informed concerning policy changes, instructional programs and resolution of existing problems
- Provides unique, specialized and comprehensive staff development, resources, and equipment for the purpose of ensuring quality programs for specialized curriculum and assistive technology needs
- Actively participates in conferences/training/staff development meetings for the purpose of acquiring and/or conveying information relative to job functions
- Provides leadership and serve as a liaison for the transition of students between settings for the purpose of communicating effectively across the district
- Compares, analyzes and reports on the Muscogee County School District’s Annual Performance Summary for the purpose of identifying that targets were met on the 20 Office of Special Education Program’s monitoring and compliance indicators
- Reviews individual Educational Plans for the purpose of ensuring appropriate services are provided according to legal requirements
- Tracks academic growth for SWDs on a specialized curriculum by subgroup and communicates information with schools and district for the purpose of increasing outcomes for students with disabilities
- Serves on the district’s School Improvement Review Committees, GAPSS Teams, Targeted School Improvement Grant Schools, and School Leadership Teams for the purpose of increasing outcomes for Students with Disabilities, as needed
- Daily attendance and punctuality are required for the purpose of ensuring goals of the work unit can be met
- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit
- Use professional skills for the evaluation, development, implementation, and monitoring of communication programming
- Assume responsibility for continued professional growth
